A local council's first commitment is to its community - and that commitment includes spending wisely and working efficiently.

Carterton District Council oversees infrastructure development, environmental stewardship, and community engagement for 10,300 residents. It’s a broad mandate, and with a team of 70 people to deliver it, staff time carries real weight. 

The challenge is one that many local government organisations will recognise: administrative juggling that feels productive in the moment but erodes the capacity for deeper work. Hours spent rewatching council recordings to produce accurate minutes or typing up handwritten notes is time not spent on work moving the district forward.

Existing AI tools for meetings didn't fit. Platforms like Otter were transcription only, and Fireflies couldn’t handle face-to-face conversations around a conference table. Both came with data-sharing requirements that ruled them out. 

Having selected NZ-built Contented, the Council now has a secure, practical and cost-effective solution that frees staff for high-value work. The rollout aligns with broader efficiency drives across local government, where councils must find cost savings and improve productivity.

Notes from HR meetings are now complete and shareable the same day. Clear action points follow immediately after sessions. Democratic services staff no longer spend hours rewatching recordings to verify what was said.

What does it mean for the organisation?

More than half of the Council’s staff are using Contented, across senior leadership, democratic services, HR and IT. Across the organisation, reduced dependency on manual note-taking means faster turnaround, clearer action points and less information lost between meetings and documentation.

What does it mean for the community?

A council that spends less time on administrative overhead has more capacity for work that actually serves its community. When leadership teams aren't buried in operational detail, strategic decisions get made faster and with more focus. The goal of shifting from 90% operational to 90% strategic is an efficiency goal, but the ultimate outcome is a better council.
